A Cassville biomass power plant operator has been ordered to pay $150,000 in fines, court costs and surcharges for violating air pollution laws.

DTE Stoneman, a 40-megawatt plant that started up in 2010 in the former E.J. Stoneman Station coal-fired plant, violated several state Department of Natural Resources rules from June 2010 to June 2012, according to a news release from the Wisconsin Attorney General’s Office.

The violations included:

Exceeding visible emission limitations on multiple days from Nov. 13, 2010 to June 30, 2012 in violation of the air pollution control permit.

Failure to control particulate

matter emissions and failure to

report DNR malfunctions and unscheduled events that may have caused emission limitations to be exceeded from June 17, 2010 to Dec. 17, 2010 in violation of the air pollution control permit.

Failure to construct the biomass power plant in accordance with the permit application as approved by the DNR.

Failure to operate a particulate matter pollution control device during plant start-ups between Aug. 30, 2010 and Jan. 5, 2011, in violation of the air pollution control permit.

Violation of the state’s open burning laws when fires were reported on multiple occasions in the plant’s biomass storage piles between June 17, 2010 and April 4, 2011.

“DTE Stoneman has cooperated with the DNR to ensure future compliance with its air pollution control permit,” the release said.

“DTE Stoneman made operational changes and mechanical enhancements to improve its fugitive dust control program, and it has upgraded its particulate matter emission controls,” the release said.
