Dear Editor: In regard to Bill Berry's recent op/ed column, not unlike other environmental issues, flooding often goes unnoticed until it reaches dangerous levels. Houston’s lack of zoning regulations led to a substantial increase in the damage incurred by Hurricane Harvey. Mammoth paved areas of concrete and asphalt, all impenetrable surfaces, meant the floodwater could only be sent back. With such legislation, visionless leaders demonstrate their inability to serve the people. Working to prevent large-scale flooding and the subsequent array of collapse should be a priority.
