Federal stimulus funding has been flowing to Congressional districts - both real and imagined - in Wisconsin and throughout the nation, according to a recent report by the Franklin Center for Government and Public Integrity.
The report said Wisconsin has six "phantom districts" - the 00th, 9th, 10th, 14th, 39th and 55th Congressional districts - that apparently received $2,209,169 even though they don't exist.
Lee Sensenbrenner, spokesman for Governor Jim Doyle, said there weren't any errors in the numbers the state reported to the federal government, and stressed that there are many entities reporting to the federal government, including municipalities, universities and others. "We're confident in what we reported," Sensenbrenner said.
