One problem with the tipping system and associated laws -- which neither side brought up in last Sunday's package of articles "To tip or not to tip" -- is this: Some servers receive minimum wage, while others receive as little as $2.35 an hour. But they all are required to pay tax on their tips.
This is not right. Servers should either get minimum wage (federally mandated) or they should get the lower rate of pay -- but not be required to pay taxes on their income. That is one solution that would be much fairer, regardless of which direction is taken with this issue.
